PB Deliberations (March 25-26)

US-NATO Air Strikes on Yugoslavia

The PB strongly condemned the continuing air-strikes on Serbian targets in Yugoslavia by the US and NATO. Describing the attacks as an act of imperialist aggression and utter violation of the established norms of international diplomacy, PB said the air attacks on Yugoslavia have all the trappings of a European version of Washington’s Gulf War. Such brazen acts of belligerence by the Western powers would only aggravate ethnic tension in the Balkan region and jeopardise prospects of peace. PB called upon the party and other peace-loving people of India to organise protests against these attacks, demand dismantling of NATO and pressurise the government of India to adopt an active line of opposition to this design of the US and NATO to create a unipolar world under US-led Western hegemony.

Restoration of RJD Government and Bihar Situation

The PB expressed concern over the Senari incident describing it as an indiscriminate act of retaliation. Instead of promoting people’s organised resistance against Ranvir Sena, such anarchist actions would only strengthen the RJD agenda of derailing the anti-feudal struggle in central Bihar. Laloo Prasad’s current campaign to woo dalit agricultural labourers after nine years of systematic inaction and betrayal has two sides to it - gimmicks of land reform and wage increase on the one hand and Senari-type incidents on the other. While intensifying our own resistance campaign against Ranvir Sena, we will also have to counter this RJD gameplan by organising an effective exposure of Laloo’s pro-dalit gimmicks. To this end, we must forcefully raise the demand of arrest of Ranvir Sena culprits, security for agricultural labourers through provision of free licensed weapons and other class demands of the rural poor. A powerful and militant mobilisation of the rural poor on the ground can alone provide a solid foundation for a vigorous revolutionary intervention in the present political crisis in Bihar.

Second Phase of "Oust Saffron" Campaign

The second phase of the Oust Saffron campaign has begun in most states. A critical analysis and exposure of BJP government’s one year in power will be the basis of this second phase. Our propaganda will focus on the fascist attacks on different fronts - Christian-bashing and dalit massacres to saffronisation of education and culture - and also on the BJP’s growing appeasement of imperialism as reflected in the patent amendment and IRA bill in particular. We will also expose the limitation and hypocrisy of so-called "secular front" politics and highlight the need for an independent and united assertion of the Left as the core force of any effective resistance against communal fascism. Like in the previous phase of the Oust Saffron campaign, action programmes of various mass organisations directed against the BJP government will also form an integral part of this campaign.

Organising Party Education Campaign in April

As decided by the CC in its February meeting, the forthcoming 30th anniversary of Party foundation should be used for organising an extensive education campaign throughout the Party.
